Leigh Koonce, of Jefferson County, was announced as the new Eastern Community Outreach Specialist for OFWV in June. Koonce brings over a decade of non-profit, political, and campaign organizing experience to the OFWV team.

With extensive experience in case management, career planning, and community resource development, Tiffany has led initiatives that empower individuals to build brighter futures. Her leadership spans roles at Jobs & Hope WV, BridgeValley Community & Technical College, and the WV Department of Health and Human Resources, where she has collaborated across agencies, supervised teams, and developed critical programs to advance workforce accessibility and economic mobility.
